What Is Marine Gas Oil (MGO)?

Marine Gas Oil (MGO) is a distillate fuel used in marine diesel engines. It is defined under ISO 8217 as grade DMX, DMA, DMZ, or DMB, with a maximum sulphur content of 0.1% in Emission Control Areas (ECAs) and 0.5% globally under IMO 2020 regulations. MGO burns cleaner than the residual fuel oils (HFO, VLSFO) used in large oceangoing vessels, making it the standard fuel for harbour craft, tugboats, ferries, barges, workboats, and smaller commercial vessels operating in Singapore waters.

Singapore is the world’s largest bunkering port, and the Maritime Port Authority of Singapore (MPA) enforces IMO 2020 fuel sulphur regulations within Singapore’s port limits. All vessels taking on fuel in Singapore waters must comply with the applicable sulphur cap, with the relevant documentation to prove it.

Compliance

IMO 2020 and MPA Singapore Compliance

The IMO 2020 global sulphur cap — in force since 1 January 2020 — limits fuel sulphur content for all vessels operating outside designated ECAs to 0.5% m/m. Within ECAs (including the North Sea and North American ECA), the limit is 0.1%. Non-compliant vessels are subject to port state control detention, fines, and commercial disruption.

In Singapore, MPA enforces sulphur compliance through:

  • Bunker delivery notes (BDN) — required for all fuel deliveries to vessels in Singapore waters. Interion provides MPA-compliant BDNs on every delivery.
  • Representative samples — MPA requires MARPOL-compliant fuel samples to be retained for each delivery. Interion follows the correct sampling procedure for every bunkering operation.
  • Certificate of analysis (COA) — confirming sulphur content, density, flash point, and other ISO 8217 parameters for the delivered batch.
  • Harbour craft licensing — Interion’s supply operations are conducted in compliance with MPA’s licencing requirements for fuel suppliers operating within Singapore port limits.

Marine Gas Oil (MGO) and Ultra-Low Sulphur Diesel (ULSD) are both distillate fuels from similar refinery streams, but they are specified differently. ULSD is specified to NEA’s road fuel standard (<10 ppm sulphur) for vehicles. MGO is specified under ISO 8217 marine fuel standards for vessels, with different viscosity and density parameters. In practice, both can be used interchangeably in many diesel engines, but using fuel not certified to the applicable standard can create documentation gaps for compliance purposes.
