What Is Marine Gas Oil (MGO)?
Marine Gas Oil (MGO) is a distillate fuel used in marine diesel engines. It is defined under ISO 8217 as grade DMX, DMA, DMZ, or DMB, with a maximum sulphur content of 0.1% in Emission Control Areas (ECAs) and 0.5% globally under IMO 2020 regulations. MGO burns cleaner than the residual fuel oils (HFO, VLSFO) used in large oceangoing vessels, making it the standard fuel for harbour craft, tugboats, ferries, barges, workboats, and smaller commercial vessels operating in Singapore waters.
Singapore is the world’s largest bunkering port, and the Maritime Port Authority of Singapore (MPA) enforces IMO 2020 fuel sulphur regulations within Singapore’s port limits. All vessels taking on fuel in Singapore waters must comply with the applicable sulphur cap, with the relevant documentation to prove it.

IMO 2020 and MPA Singapore Compliance
The IMO 2020 global sulphur cap — in force since 1 January 2020 — limits fuel sulphur content for all vessels operating outside designated ECAs to 0.5% m/m. Within ECAs (including the North Sea and North American ECA), the limit is 0.1%. Non-compliant vessels are subject to port state control detention, fines, and commercial disruption.
